Housing that working families can actually afford.
Finding affordable housing in Los Angeles can feel confusing, stressful, and out of reach. Many people earn too much for some housing programs, but still do not earn enough to afford market rent.
ECHO helps connect individuals and families to affordable housing opportunities across Los Angeles County. We also explain the process in plain language so applicants can better understand what they may qualify for before they apply.
Our focus includes the “missing middle” — people and families who are working, paying bills, and trying to stay in their community, but are still priced out of many rental homes.
A housing platform built around access.
ECHO shares housing opportunities, explains income rules, and helps applicants understand the steps needed to apply for affordable housing.
Open Listings
We share available housing opportunities so applicants can review current homes, rent amounts, bedroom sizes, and income requirements in one place.
Clear Guidance
Affordable housing has rules. We help explain those rules in simple language so applicants know what documents and income information may be needed.
Fair Access
ECHO welcomes applicants with vouchers, without vouchers, and from different income levels. Final approval depends on each property’s requirements.
Understanding income limits and AMI.
What is income-restricted housing?
Income-restricted housing means a home is set aside for households within certain income limits. These limits are based on household size and total household income.
What is AMI?
AMI stands for Area Median Income. It is a number used to compare your household income to the typical income in your area. Affordable housing programs often use AMI levels like 30%, 50%, 60%, 80%, or 120%.
Why does AMI matter?
AMI helps decide which homes you may qualify for. Your household size and yearly income are both important. A one-person household and a four-person household may have different income limits.

Use this estimate to better understand where your household income may fall within Los Angeles income categories. Final eligibility is verified by the Housing Provider or property management team.
Affordable housing still requires paperwork.
Most income-restricted homes require a rental application and income review before move-in.
Rental Application
You may need to provide your name, contact information, household members, rental history, and other basic information requested by the property.
Income Documents
You may be asked for pay stubs, benefit letters, tax documents, bank statements, or other proof of income for all adult household members.
Provider Decision
The property owner or manager makes the final decision about eligibility, deposits, lease terms, move-in dates, and unit approval.
What happens after you apply?
The process may vary by property, but most affordable housing applications follow these basic steps.
1. Apply
Submit your rental application and provide the information requested by the housing provider.
2. Submit Documents
Provide income, identity, household, and rental documents so the property can review your file.
3. Income Review
The property checks whether your income and household size meet the unit’s requirements.
4. Unit Offer
If you qualify and a unit is available, the property may offer you a home.
5. Lease Signing
After approval, you review the lease, pay any required deposits, and prepare for move-in.
