ECHO partners with property owners across Los Angeles to offer income-restricted apartments — homes set aside for households whose income falls within a certain range.
This helps working individuals, families, and longtime residents stay in the neighborhoods they love, even as costs rise.
This application has two short parts: your rental application, and — if the unit you're applying for is income-restricted — a few extra questions to confirm your household qualifies.
Good to have ready
A photo ID, proof of income (like recent pay stubs or a benefits letter), and the names and birthdates of everyone who will live with you. You can save your progress and come back if you need to.

What's an income-restricted unit?
This unit is only available to households whose income falls within a set range — tied to the Area Median Income (AMI) for Los Angeles. You'll need to fall within this unit's income band to qualify, which is why we'll ask about your household's income later in this application.

This unit is income-restricted, which means the household living there needs to fall within an income limit set by the city. We ask about both income and assets, for everyone who will live in the unit, so we can confirm your household qualifies.
