AFFORDABLE HOUSING PARTNERSHIPS
ECHO collaborates with affordable housing developers to create housing opportunities for Los Angeles residents, empowering them to live in communities where they work, pursue education, and establish roots in neighborhoods that were historically out of reach. Through our partnerships, we:
PROVIDE PARTNER EDUCATION
- We educate our partners about the complexities of affordable housing, including the diverse types of rental assistance, provide training for property management on best practices to support tenants from all backgrounds, and address the specific needs of community-qualified residents.
INSPIRING DESIGN
- We have witnessed a surge in new housing developments that often prioritize quantity over quality, offering cramped spaces with little consideration for how individuals or families can truly thrive. ECHO is dedicated to inspiring innovative design and partnering with developers who are committed to creating homes that put people’s needs above profit.
LOCATION EQUITY
- We have observed new developments in areas chosen primarily for their feasibility, driven by high land costs and the expense of constructing multifamily properties, with the hope that people will choose to live there. At ECHO, we partner with developers who are committed to expanding opportunities for affordable housing in neighborhoods that have historically lacked such options. While developers focus on making the numbers work, our role is to engage in outreach across Los Angeles, ensuring residents know they are no longer confined to a single area but now have access to housing options throughout the county.
MORE ACCESSIBILITY
- We recognize the growing demand for accessible units in both existing properties and new developments. At ECHO, our mission is to ensure that more housing options are thoughtfully designed to meet the diverse needs of all potential tenants. Through our partnerships, we strive to create adaptable and inclusive housing plans that promote greater equity and expand opportunities for everyone.
HOW WE WILL DO IT

- Automatic Eligibility: Once approved, registered users gain eligibility for all of ECHO’s Affordable Housing Properties, eliminating the need to reapply for each location.
- Streamlined Applications: For documentation purposes, only a basic application is required, simplifying the process for applicants and ensuring greater accessibility to housing options.

How It Works Step by Step
FAQuestions and more
What qualifies as affordable housing in Los Angeles?

- Income Levels: The U.S. Department of Housing and Urban Development (HUD) sets income limits for affordable housing based on Area Median Income (AMI).
- Current AMI for Los Angeles County (2024): The AMI for a household of four is approximately $91,100. Specific income limits depend on household size.
Are there any income limits for affordable housing in Los Angeles?
Yes, income limits are based on the Area Median Income (AMI) and are adjusted for household size. The limits are set by federal, state, and local guidelines, and are updated annually. Households typically need to earn below a certain percentage of the AMI to qualify. For Los Angeles, California:

- Housing Choice Vouchers (Section 8): Vouchers that help with rent payments in privately-owned units.
- Low-Income Housing Tax Credit (LIHTC) Properties: Developments funded through tax credits.

What’s the difference between ECHO Registration and Open Listing?
ECHO Registration is for individuals and families who wish to confirm their eligibility for income-restricted units in ECHO’s 100% affordable housing developments. The process involves providing documentation to comply with the Los Angeles Housing Department’s regulatory agreements for affordability. Once approved, participants can create an account, view ECHO’s Affordable Housing Properties (AHPs) under construction, build a favorites list, and apply to join the waitlist for available properties. When a property is ready, those on the waitlist will have the opportunity to view the units, and if they choose to proceed, they can sign a lease and move in.
Open Listings, on the other hand, are available to anyone looking for affordable housing options in Los Angeles. These listings include sponsored units from ECHO’s partners and range from income-restricted to market-rate properties, offering a variety of housing options for different income levels and needs.
Can ECHO provide assistance if I’m at risk of losing my home?
No, ECHO is not able to provide resources to sustain your current housing location but there are programs available for those at risk of eviction or homelessness, such as:
- Los Angeles Homeless Services Authority (LAHSA): Offers emergency assistance and homelessness prevention services.
- Legal Aid Organizations: Provide legal assistance and advice for tenants facing eviction.
